Modern U.S. pennies are coated steel. Is there a way to dissolve the coating without damaging the steel?

And before anyone says it, yes, I know, it would be illegal. I'm not planning to do it, I just want to know if it can be done. An additional question would be: would the resulting steel disk look like a penny, or are the images on the penny just in the coating?

Use ammonia. Drop a penny in some household ammonia and in a few days the copper dissolves off the surface of the coin. I use do this as a kid and sell them for 50 cents
